Actually, when you measure it precisely then it should be 3.3v, 3.2v, 3.2v, Gnd.Thus, Vcc, Scl, Sda, Gnd
 However since the cypress board already has his power from the usb, you only need to connect the Sda, Scl, Gnd, and yes it's based on the amount of pins, and measurements suitable for jtag.
 
 TL866 Plus Programmer, good choice due the clone option and also one of my favorites.
