The settings are in the box, so you can backup them and put them on a new image, as well as icons that should be on a specific folder.
It would be important to have the error log, to understand the exact issue. If it's a power problem, you can disconnect the extra tuners, DVD/CD, HDD, and remove the Pay-TV Cards. Then see if the box boots properly.
The main settings are in the /etc/enigma2 folder, so you would need to telnet/ftp/SSH to the box to backup/copy them.
