You can Reset all settings on your DM, this generally fixes issues that no other solution resolved. Select : "Reset all settings to factory default" TS Dreambox ADVANCED SETUP UTILITY

Reset to factory default by menu doesn't help.
I wonder if we have to send telnet commands as per your list.

It helps, but at least you should describe your problem and tell that for your problem it doesn't help, as writting "it doesn't help"... is wrong giving wrong informations to other members that could need to use it and that would fix their problem...

Sorry, "it doesn't help" means that settings reset doesn't solve problems of blank channels on restart and hdd mount under V13, in spite of several restarts.
Also, service scan doesn't start after factory reset.
By the way, I confirm that hdd is instead recognized by default under V12.

You have a DM8000HD, the boot issue is known for the OpenPLi 4.0 image since we released it only on DM8000HD (all other boxes are OK). It works fine on all other images (not OpenPLi), but in particular with the OpenPLi 4.0 and DM8000HD there is the need of reboots, and this is due to image-sim communication problems. We built a v3 version of the OS that increases the number of good boots, but it's still not the best as we wish, so we continue our work on this. The reset above is more for other types of problems, as some "bad behaviour" of the box crashing or the image freezing etc... Your boot issue with no DVB-IPTV available and no OpenPLi logo at start is known and needs to be worked out to fix completely.

Thank you gemelli, so you found out that on the v13 there is an issue on the automount of the hard disk that worked before on v12. The blank channels you talk about are for which DM box model ?
Admin DM8000 clone (former Sim Ferrari, replaced by Japhar)

You need to access thru the BIOS the interface (at boot set the box in image flash mode, then use Telnet + IP address to access the BIOS Menu), and do as shown on the first topic, it's like any PC that has BIOS menu at boot. Admin How to reset the factory mode, it is not explained, is there a tutorial?
