On VLC you need to recompute the link as per below,

http%3a//blablabla.com%3a31000/s/s/di/alpha/mono.m3u8

to

http://blablabla.com:31000/s/s/di/alpha/mono.m3u8

Remember that the links published on internet most of the time doesn't work, if these ever worked only few minutes... All these things cannot be used by more than 1 IP simultaneously, and when there is more than 1 IP, the link dies.
