Yeah, hard to say if it's due the dc to dc regulator, or caused due a to heavy load onto the Vout pin which is as far as I know used for the Cpu and the Network.
But I have here a Ohms overview, the VIN must be loading up to around the 1865ohms, and the VOUT 1215ohms. Measured between a ground spot and the measurements spot.
But still, indeed it could be a defective Dc to Dc ic what is more common.
