Than it seems that you have a 5v failure, check the 0 ohm resistor on the U6 side, see if you have there the 5v.

If so, replace the 0 ohm resistor.

If you have another type motherboard, without this U6 Dc to Dc ic, give me a image of the motherboard, both sides.


But on the other hands, it seems to me unlikely because then you must also have issues with other sections that depends on the 5v.
