Because you need to install it properly and first know which PID:VID it has, only then you will know the chipset and will be able to install it properly if its supported by the original OpenPLi image. The drivers to have a good rate of success need to be installed from the feeds with opkg install command as explained on the Plugin - Driver - DVB-T section.
