Ah, okay but no, I've never seen this front panel, but if I have to guess, and based on the crystal pin connections, then I think of the Atmel chip, the ATMEGA8535.
In any case, is this chip on my dm8000hd on the motherboard, but maybe it's by older boards placed on the front panel. But this chip is pre-programmed, so replacing for a new one will be difficult.
